Health services in Turkish culture: from the Ottoman Empire to the present day

The words of Sheikh Edebali, the leader of the Ahi organization and the mentor of Osman Bey, who is the founder of the Ottoman Empire, show us the importance given to health by the states in Turkish culture and the role it plays.

“Let the people live so that the state may live.”

In Turkish culture, the state is always seen as a father. This view is recognized as a paternalistic approach in political science. The father is a powerful figure who meets our basic needs and protects us. In Europe, the state assuming responsibility for health is still relatively new. In Europe, just at the beginning of the 20th century, health started to be seen as a state service and responsibility. In these countries, the movement initiated by Bismarck in Germany in 1883 and Lord Beveridge in the UK in 1942 can be considered the beginning.

In this talk, we will briefly look at the structure of health services in Turkish culture and the role of the state from the Ottoman period to the present day. In fact, we will evaluate the health policies of the Ottoman period, the Republican period and today, each of which is a separate subject.

Dr. Aliye Asli Sonsuz, is a TUBITAK scholar at Greenwich University in London as a visiting researcher. She conducts her study in the field of health economics and policies. She is also faculty member of the Health Sciences and board member of Health Systems and Policies Application and Research Center (SASPAM) at Istanbul Medipol University. She received her Phd. from Istanbul Medipol University and master’s and bachelor’s degrees from Ankara University in the field of Health Management. During her career, she worked for Marmara/Hacettepe Universities and the Turkish Red Crescent as an administrator.
