Yunus Emre Institute London is delighted to announce another exciting Young Scholar Seminar Series talk on the “The European Central Bank and its Accountability: Missing Steps?” on Tuesday 24th January 2023 at 7 pm (UK Time), with University of Glasgow PhD candidate Hüseyin Emre Sezgin.

“The European Central Bank and its Accountability: Missing Steps?”

The European Central Bank (ECB) is responsible for monetary policy in the European Union (EU) and has significant power and influence over the economies of the Eurozone. The ECB’s mandate is to maintain price stability in the EU, which it seeks to fulfil through the setting of monetary policy. The ECB has several tools at its disposal to achieve price stability, including setting interest rates, conducting open market operations, and providing liquidity to banks. It also has the power to issue and manage the euro, the currency used by most of the EU’s member countries.

On the one hand, the ECB took on more power and responsibilities after the global financial crisis to address the Euro crisis. However, this expansion falls short on the accountability side. In this presentation, the discussion will be revolved around this problem. First, the accountability geometry of the ECB and its place for the institutional balance of the EU will be discussed as a foundation for the audience. Following this point, the transformation of the ECB will be examined.

Simply put, how is the most independent central bank in the world held accountable for its actions and decisions? Furthermore, how is accountability perceived democratically and legally in this context? In the end, accountability gaps will be demonstrated, and possible ways to bridge these gaps will be explored.

About the Speaker:

Huseyin Emre Sezgin graduated from Istanbul University, Faculty of Law in 2015 and received his Master’s in Laws degree from Queen Mary, University of London in 2017. His studies at QMUL focused at macroeconomic and microeconomic aspects of EU law, mostly around EU Competition Law and EU Monetary and Financial Law. Huseyin is currently a PhD candidate at the University of Glasgow, conducting his research on the legal accountability of the ECB’s unconventional monetary policies.
